ApacheFOP - Apache FOP (Formatting Objects Processor) is a print formatter driven by XSL formatting objects (XSL-FO) and an output independent formatter. It is a Java application that reads a formatting object (FO) tree and renders the resulting pages to a specified output. Output formats currently supported include PDF, PS, PCL, AFP, XML (area tree representation), Print, AWT and PNG, and to a lesser extent, RTF and TXT. The primary output target is PDF. The latest stable version of FOP (0.94) is the second stable release after a large redesign effort and implements a large subset of the XSL-FO Version 1.1 W3C Recommendation.

PassiveTeX provides a rapid development environment for experimenting with XSL FO, using a reliable pre-existing formatter. Running PassiveTeX with the pdfTeX variant of TeX generates high-quality PDF files in a single operation. PassiveTeX shows how TeX can remain the formatter of choice for XML, while hiding the details of its operation from the user.
Unicorn Enterprises SAUnicorn Formatting Objects - XML formatter that supports a representative subset of the Extensible Formatting Language (XSL). The UFO processor reads source documents containing XML trees in "fo" namespace, performs the formatting, and outputs results in the PostScript Level 2 format.

?HTML2fo - a HTML to XSL:FO converter (Last Update 2002) - A converter for HTML files to the new XSL:FO format. It supports most of the usual tags. If you are missing a tag or think a tag is not handled as expected please open a feature request item. You may think that you have a XSLT which does the same job. But html2fo does convert documents which are not XML conform.
